CEO 83-56 -- July 28, 1983
FINANCIAL DISCLOSURE
APPLICABILITY OF FINANCIAL DISCLOSURE LAW TO JUNIOR COLLEGE ASSOCIATE VICE PRESIDENT AND ATTORNEY
To: Mr. Charles T. Dillon, Attorney, St. Petersburg Junior College
SUMMARY:
Neither an associate vice president nor an attorney for a junior college is a "local officer" subject to the requirement of filing a statement of financial interests annually under Section 112.3145, Florida Statutes. CEO's 76-74 and 83-39 are referenced.
QUESTION:
Are you, the Attorney for St. Petersburg Junior College, or is the Associate Vice President, Human Resources, of the College a "local officer" subject to the requirement of filing a statement of financial interests annually?
Your question is answered in the negative.
In your letter of inquiry you advise that you serve as the in- house College Attorney for the St. Petersburg Junior College and that Mr. Nevis H. Herrington serves as Associate Vice President, Human Resources, for the College. In addition, you advise that neither position has the authority to purchase goods or services in excess of $100 on behalf of the College.
In accordance with the rationale expressed in CEO 76-74 and CEO 83-39, we find that neither you nor the Associate Vice President of the College is a "local officer" subject to the requirement of filing statements of financial disclosure annually.
